What is this

Amongst the oodles of needles I received from my Granma, this was in the bunch and neither of us knew what it is. So....if any of you knitting guru's can share your knowledge, such as:
1. What is this?
2. What is it used for?
I would really appreciate it.

I think it's for doing hairpin lace if I'm not mistaken.
